The National Marine Equipment Quality Supervision and Inspection Center (hereinafter referred to as the “Sea Inspection Center”) is approved by the State Administration of Quality Supervision, Inspection and Quarantine, and is the only comprehensive marine equipment quality inspection center in China. It is the State Council's approval of the "Planning Blue Economy Zone of Shandong Peninsula". The state-level testing center has been established for the simultaneous construction of supporting marine equipment industry. As a provincial and municipal key project, the maritime inspection center has been highly valued by the municipal government of Qingdao. In March 2012, Secretary Li Qun and Mayor Zhang Xinqi visited the AQSIQ for the project to land. In 2014, the municipal government approved the establishment of a wholly state-owned enterprise, Qingdao National Marine Equipment Quality Inspection Center Group Co., Ltd. (hereinafter referred to as “sea inspection company”) as the main operator of the maritime inspection center. In May 2016, the municipal government approved the newly established Haishu Group Co., Ltd. to list its direct corporate management.
 
The maritime inspection center project is located in Qingdao's Blue Valley and covers an area of 71,800 square meters with a building area of 61,700 square meters. It has built a total of 8 single-use laboratory buildings, focusing on the construction of underwater equipment, marine cables, electrical products, and new energy power electronics. The testing laboratory for materials analysis, environmental and reliability, and electromagnetic compatibility, after completion, can provide more than 4,000 inspection and testing services for more than 550 products for marine equipment, offshore oil and gas development equipment, marine new energy, etc. Locomotives and other 40 categories of land products provide more than 1,700 inspection and inspection services. At present, all 8 units have been capped and are now in the installation and commissioning phase of the equipment. It is expected that it will be basically completed by the end of 2016.
 
In recent years, through the operation mode of enterprises, the Maritime Inspection Center has given full play to the advantages of centralized polymerization, enlarged the role of fiscal funds, broadened the cooperation channels, and cooperated with leading domestic and foreign institutions through capital, technology, and other elements and resources, and in a relatively short period of time, Set up a marine equipment inspection and inspection platform. In terms of industrial cooperation, the company has successively established joint ventures with the world-renowned offshore platform design agency, US Dimar Marine Engineering Co., Ltd., to jointly build and operate underwater equipment inspection and testing laboratories, in which the two parties jointly developed large-tonnage four-point bends and many other domestic The first set of equipment solves key common problems such as large-scale fatigue test performance. It has established a joint venture with China Xidian Group Xi'an High-Voltage Electric Equipment Research Institute to build two testing laboratories for marine electric appliances and new energy power electronics to fill domestic gaps in marine cable testing. With the China Aerospace Science and Technology Group Beijing Institute of Strength in the field of vibration testing reached a joint venture and cooperation intentions, and gradually create a core competitiveness in the field of marine equipment testing. At the technical and market level, it signed technical cooperation agreements with 14 Chinese and foreign first-class institutions including the China Academy of Metrology, Chinese Academy of Launch Vehicle Technology, China Classification Society, Harbin University of Science and Technology, Wuhan University of Technology and Bureau Veritas. , gradually improved the scientific research and market support system. At the capital level, it signed strategic cooperation agreements with financial institutions such as China Construction Bank, Qingdao Bank, Qingdao Rural Commercial Bank, and obtained bank loans of RMB 4 billion, gradually consolidating the financial security system. At the level of talent cultivation, we have reached a strategic cooperation agreement with Shandong University and we plan to jointly establish a maritime inspection institute to implement bilateral cooperation in technological innovation and talent cultivation to jointly build a training base for Chinese marine detection personnel.
 
As the main body of project operations, the Group has continuously extended to both ends of the inspection and inspection industry and extended to the high-end equipment manufacturing industry while building the maritime inspection center. In 2016, with the approval of the National Development and Reform Commission, Haishu Group, as a legal person unit, together with 9 institutions including China Classification Society, China Ocean University, China University of Petroleum, and Offshore Oil (Qingdao) Co., Ltd., jointly established the "Marine Underwater Equipment Testing and Testing". Technical National Engineering Laboratory (hereinafter referred to as "Engineering Laboratory"). This is the only national engineering laboratory for marine equipment testing and detection technology, and is an important innovation platform for the national marine equipment industry. The engineering laboratory is mainly focused on the lack of comprehensive testing and testing technologies for marine underwater equipment in China and the weak quality and technical foundation. It also focuses on the urgent needs of systematic testing and standardized testing of underwater equipment in China to improve the comprehensive research and development testing platform for marine engineering in China. With the goal of independent innovation capability and research level of detection technology, we have conducted research and development, system integration and engineering of test and detection technologies, processes and equipment for underwater production systems, marine energy equipment, and underwater electronic control systems.
 
In the next step, Haishu Group will base on the two national platforms of the maritime inspection center and the engineering laboratory, focusing on the requirements of the marine equipment industry for testing and inspection technologies, and guided by the development needs of the country and industry, through resources such as capital and technology.
